Description
**Describe the Bug**
"View page" on the unsuccessful completion tracker card is clickable and forwards the user to a 403 page
**Expected Behaviour**
As a ministry user, tracker card buttons need to be disabled (not actionable)/greyed out
Review tracker card buttons in SIMS to make sure they are disabled/not actionable as the ministry user.
**Actual Behaviour**
"View page" on the unsuccessful completion tracker card is clickable and forwards the user to a 403 page
User selects the back arrow to return to the student.
Precondition
Student has an unsuccessful completion
** Steps To Reproduce**
1. Login to the ministry user
2. Click “search students” in the left pane
3. Enter the name of the student (Test environment: Brian Sharp: App: 2024000958)
4. Click “search” or press ENTER
5. Click “view” in the row for the student from above
6. Select "applications" tab
7. Click "view" beside the application you want to review
8. Select "application status" in the left pane
9. Note the tracker card with "view page" button
