Bug: Pagination: Report a Change and Request A Change: Counter at top/items per page not correct

**Describe the Bug**
Institution report a change counter at the top is incorrect
Institution report a change and request a change bottom pagination is incorrect

**Expected Behaviour**
- Count at the top of the table displays the total count in the "Text (x)" section beside the search field
- Pagination (at the bottom of the page) is consistent throughout SIMS with the Items per page:, with the option to select 10, 25, 50, 100
- Selecting the number from the pick list displays that number on the page

**Actual Behaviour**

**COE**:

- Count at top (N/A) fixed in Ref #4501
- Items per page widget(?) at the bottom of the page is missing for "Confirm enrolment" tab and "Upcoming and Previous Enrolments"

**Report a Change**:
- "Available to report" tab Applications (10) Actual total (70)
- Items per page at the bottom of the page is missing
- "Unavailable to report" tab Applications (10) Actual total (11)
- Use current

Note when you select (20), Available to report displays the correct amount

**Request a Change**
- Items per page at the bottom, selecting another option (20), there is no change unless you select the ">" right arrow

Review all sections in the left pane, all tabs and all items at the bottom of the page

** Steps To Reproduce**

**Precondition**
Have more than 30 applications available for Report a Change
Have more than 30 applications available for Request a Change

1. Login to the institution portal
2. Select "Program Info Requests"
3. Note the pagination and review the behaviour

**Report a Change**
4. Select "Report a Change"
5. Note the "Applications (x)" at the top of the table compared to the potential available applications
6. At the bottom of the page, note the widget(?) used for displaying number of pages
7. From the page selector, select "20" from the pick list
8. Note the "Applications (x)"
9. Repeat with "Unavailable to report" tab
10. Note the "Applications (x)"
11. From the page selector, select "20" from the pick list

**Request a Change**
10. Select "Request a Change"
11. Note the "Applications (x)" at the top of the table compared to the potential available applications
12. At the bottom of the page, note the widget(?) used for displaying number of pages
13. From the page selector, select "25" from the items per page pick list
14. Repeat with "In progress" and "Completed"

**COE**
14. Select "Confirm Enrolment"
15. At the bottom of the page, note the widget(?) used for displaying number of pages
