BUG or Form IO issue: Double-click required to select required radio button previously selected

**Describe the Bug**
When a radio button was previously selected, then the question is collapsed, when the question is expanded again, the user needs to double click the radio button to select it.

**Expected Behaviour**
Radio buttons only need to be selected once to enable

**Actual Behaviour**
When a radio button was previously selected, then the question collapsed, when the question is expanded again, the user needs to double click the radio button to select it.

Repeated with Additional transportation question
Occurred also during partner question demo (previous release)

** Steps To Reproduce**

1. Login to the student portal
2. Start a single student FT happy path application to the financial information page
3. Scroll down to the living situation question
4. Select "yes" for living in a home
5. Select "no" for living independently
6. Select "yes" for paying rent
7. Select "no" for living in a home paid by parent
8. Select "yes" for living in a home paid by parent (because I remembered that I was...lol)
9. Note the radio buttons are highlighted in red (as they are required)
10. Select any option once
11. Note the section
