Revise UC reporting rules

As a Institution, I should be only reporting funded weeks not all total offering weeks.
If an offering has multiple UCs reported on it, the sum (UC1+UC2)=< total funded weeks
As an Institution I should not be able to report 0 UC weeks (currently SIMS allows to report 0 weeks).
Add an information on the page where institution reports UC for the student about how many funded weeks are in the offering: add mock up.
