Description
**Describe the task**
The welcome tab, start your application button and any welcome page content related to change request to be removed when the Ministry user goes to process the 25/26 PY
**Acceptance Criteria**
- [ ] PY 25/26: Remove the "Welcome" tab and all relevant information
- [ ] PY 24/25: Remove the "Welcome" tab and all the relevant information (could possibly leave this one as PY 24/25 is done at end of July)

**Additional context**
- When the ministry user goes to the pending change request section, the Program tab should be highlighted/displayed first
- When the ministry user selects the application (original), the ministry user is displayed the Program tab should be highlighted/displayed first
