Assessment & Tracker Page Display: Handle in-progress updates better

**Describe the Bug**
Student View: After the ministry approves the change request, when the student financial aid application page is refreshed, only the application details and blank "track your application" section is displayed.

(If it so happens that the student is on that page at the time and refreshes it, it will confuse the student)

This does not occur when the change request is declined.

**Expected Behaviour**
After the screen is refreshed, all the details are displayed

**Actual Behaviour**
If student is on the Financial Aid Application page, and you refresh the page after the change request is approved it will display only partial details.
They need to select "Applications" "View" beside the application that they want to view

The delay is me approving the CR. I waited for a few seconds to reload the page, tried again, it never loads.

Precondition:
PY 25/26: PT and FT baseline offerings created
Student has submitted a request for change for financial information (e.g $1.00)
Have two different browsers open (e.g. Chrome and Edge), one for the ministry user and one for the student user

** Steps To Reproduce**
1. Browser 1, login to the Ministry portal
2. Select "Change requests 2025-2026 and later"
3. Search for the student who has submitted the change request above
4. Click "View"
5. Note the "Approve" button in the top right
6. Wait



7. Browser 2, Login to the student portal
8. Select "applications" in the top right of the page
9. Click "view" in the row that the change request was requested
10. Note the screen displaying the tracker card with "Waiting on StudentAid BC to approve the change"
11. While this screen is open (student's financial aid application), go into the Ministry account
12. Approve the change request
13. Add a note
14. Approve now
15. Goto the browser with the student portal open, refresh the screen
