Keyword search: "Show all" results in drop down search lists instead of just 4

As a student user or institution user, I want program and offering dropdown lists to display all matching results related to a keyword search, so that I can find and select the appropriate program or offering more quickly and efficiently.

**Acceptance Criteria**
- [ ] Update the behavior of the drop down lists with search functionality to allow all outcomes (currently only 4) within the search criteria to appear in the lists but prioritized by the search entry
- [ ] Scrollbar to be added to the results section to scroll through the results
- [ ] Review the out of box component to see if their is customization that can resolve this
- [ ] Outputs of the search should be alphabetical where possible
- [ ] Current lists identified
- [ ] Student application:
- institution location selection
- program selection
- offering selection
- [ ] Institution PIR for program and offering

**Additional Context**
Current behavior of the program and offering lists in the student application and institution search bars when you
- Only 4 applicable programs are displayed and/or no scroll bar to scroll through a list

- No keyword search: Scrollbar is enabled, the user can see all the other programs available

Example: The institution also has programs with the name "Vancouver: Bachelor of Applied Science, In Civil Engineering (BASc) and they do not display in the list with keyword search
