Description
**User Story**
As an institution user, I want to know when an ecert that was sent has been rejected by either NSLSC or SABC.
Right now, the new disbursement schedule status (Rejected) is not being mapped to any of the IER disbursement states.
**Acceptance Criteria**
- [ ] Update the IER12 mapping
- [ ] Update the Integration documentation & communicate to integrated institutions
