BUG: 2.10 Release: CR Pre 2025-2026: Date submitted sort inconsistent and 50 count returns to 10 per page when sort is selected

**Describe the Bug**
Dates are displayed in random order

When the counter at the bottom of the page (50) is selected, when date submitted sort is selected the counter returns to 10.

**Expected Behaviour**
Similar behaviour to Offering change requests page (review the feature)

- Select "Date submitted" sort widget, date is sorted in ascending/descending for the entire number of pending offering change requests
- Select counter "50", and date is sorted, the entire page retains the 50 items display

Date Submitted (General)
April 10 2024 (click sort)
Jul 05 2023 (click sort)
Mar 10 2025

50 counter selected "Date submitted" sort selected
All the pending offering change requests continue to display

** Steps To Reproduce**

**Pre 2025-2026**

Precondition: Many applications are in the pending change requests table (e.g. 43)

Sort Date Submitted

1. Login to the ministry portal
2. Select "Change requests Pre 2025 - 2026"
3. Note the layout of the "Date submitted" column
4. Note the layout of "Last name" column
5. Click "Last name" sort
6. Note "Last name" column starts with "Altman"
7. Click through the items per page 1, 2, 3 etc and note the order
8. Select "Change requests 2025 - 2026"
9. Select "Change requests Pre 2025 - 2026"
10. Click "Date submitted" sort
11. Note the "Date submitted" column
12. Click through the items per page 1, 2, 3 etc and note the order

50 counter returns to 10 on sort
1. Select "Change requests 2025 - 2026"
2. Select "Change requests Pre 2025 - 2026"
3. Note the number of applications per page (43)
4. Select the counter at the bottom of the page and change to 50
5. Note number of applications displayed (50)
6. Click "Date submitted" sort
