FT: Content and error handling updates: Youth under gov. care, Citizenship status, and eligible dependants

**Describe the task**
FT applications: Update error message content and handling for personal information tab questions: Are you, or were you ever considered a child or youth under government care, What is your citizenship status and Do you have eligible dependants?

### Acceptance Criteria

**Child or Youth under government care**
- [ ] Update content "Youth in Care is an invalid value." to "Are you or were you every considered a child or youth under government care is required."
- [ ] Update error handling to highlight question in standard SIMS format

**Citizenship status**
- [ ] Update content "Citizen and Residency" to "What is your citizenship status is required"
- [ ] Update error handling to highlight question in standard SIMS format

**Eligible dependants**
- [ ] Update content "Dependant is required" to "Do you have any eligible dependants is required"

Note the radio button Yes/No and text is red unstyled font
Current error handling has the "?" then is required (TBD: To be consistent with SIMS message)
