As a _ministry user_, _I want_ the Ministry dashboard to have the contact information and links for: View training and View manuals to be up-to-date _so that_ I can look up information quickly

**Additional context**
The training manuals are pointed to out dated material
- "View training" link forwards users to SIMS Project (External)>SIMS computer lab to resources from 2023
- "View manuals" link forwards users to the SIMS Project (External)>Manuals and the section is blank
