2.8 Release: BUG: PIR: Sort on Start Date/End Date are in random order

**Describe the Bug**
Dates are not in ascending order or descending order, they are randomly displayed

If order is date, plus status. Status is out of order. Note the declined button

Start Dates are in ascending order (e.g.)

### Steps To Reproduce

Precondition:

- Offerings setup with different study start dates and different study end dates (including different years (see above)
- Students have FT and PT PIR applications with different study start dates and end dates

Steps to reproduce the behaviour:
1. Login to the institution portal
2. Select locations
3. Select "program info requests"
4. Note the Start Dates and End Dates
5. Hover mouse over the Start Date and select the sort icon
6. Note the date order
7. Select the sort icon for Start Date again
8. Note the date order
9. Repeat for End Date
