Exceptions: Add "End date" column and sort feature to Pending exception requests table

As a _ministry user_, _I want_ to have an "End date" column and sort feature added _so that_ I can quickly determine the exceptions that are most at risk of becoming past study end date.

**Additional Context**

- Requesting a column be added to the Exceptions tab based on END DATE.
- This would allow SCR agents to filter Exceptions based on those most at risk of becoming past study end date and requiring a subsequent FAED Appeal.

### Acceptance Criteria
- [ ] Add "End date" column between the Application # column and Action column
- [ ] Add Sort widget (?) that has default/Asc/Desc options (same as current table)
- [ ] update all ministry dashboard lists with this column

[TBD] Should it be "Study end date" for consistency? "End date" is a better fit
