Change Request Revamp: Banner required for Cancelled application that was not submitted

As a _student user_, _I want_ to have a banner message _so that_ I know that the application is cancelled as I'm confused when I see no information on the page

**Additional Context**
Create a draft, select "cancel" in My applications, click "view"
Students will see a blank progress and no instructions

**Acceptance Criteria**
- [ ] Add the cancellation banner to the "View" option
