Description
As a student user, I want to have a banner message (or the view option disable) so that I know that the application is not complete and the Edit button is on the banner button to take me directly to "Edit" OR hide the view option for an application that is in draft
**Additional Context**
Create a draft, select "view" in My applications
Students will see a blank progress and no instructions
**Acceptance Criteria**
