Restrictions: Scholastic Standing: Add application number beside the reason or on the restrictions modal

As a ministry user, I want to have the application number added to the scholastic standing restrictions table and/or the view restriction modal so that I know the application to view.

**Additional Context**
- Need more information when looking at the restrictions related to Scholastic Standing so we can identify what application it’s related to

- Ideally, the application # would be listed alongside the restriction, or within the pop-up under Restriction Information, that way the ministry user is not searching through multiple screens and applications trying to find out what app it’s related to

**Acceptance Criteria**
- [ ] Add "Application number" section under the "Date created" section. **Would it be better to add it beside the Category so it is more visible?**
- [ ] Generate the application number so that it is populated under the new application number section [TBD]
