Description
**As a** *Ministry User who must review Offering Change Request Form submitted by an Institution* **I want** *the changes to be highlighted on the form* **So That** *I do not need manually review old and new offerings in attempt to find the changes.*
**Acceptance Criteria**
- [ ] When Ministry clicks on "Requested change" part of the Offering Change requests form, the section with the changes that Institutions made while submitting the request are highlighted in red:
