Ecert Cancellation Notification to Ministry & Tracker Card

**User Story**
As a ministry user, if the monthly ecert cancellation file rejects an ecert that has not already been rejected I want to be notified. I may need to take additional actions like reassessment in order to help the student move forward with funding (if possible).

**Acceptance Criteria**
- [ ] When the Ecert Cancellation integration process finishes and has actually changed the status of one or more disbursements, send an email.
- [ ] Email to studentaidbc@gov.bc.ca
- [ ] Template: [[TBD - application # list]]
- [ ] Add tracker card to indicate rejected

Start by locating the Ecert Cancellation integration process and the existing email notification and tracker-card entry points. Confirm how changed disbursement statuses are detected and how application numbers are represented; done means an email goes to studentaidbc@gov.bc.ca only when one or more statuses change, using an agreed template, and a tracker card shows the rejection.
