Content: X8 content to be clearer in SIMS if student had PPD in SFAS and not upload in both systems

As a _student user_, _I want_ to have a clear message that if I had an account in SFAS with PD/PPD that the information was transferred to SIMS _so that_ I do not think I need to get another X8 for SIMS

As a _student user_, _I want_ to be informed that I don't need to add (submit) the Appendix 8 in both systems _so that_ I'm not confused as to where to put it.

As a _student user_, _I want_ clearer messaging for the system I need to enter documents _so that_ I don't upload in both SIMS and SFAS. This triggers an additional email to the ministry teams.
