Description
As a _ministry user_, _I want_ to have the eCert codes available or as a popup moveable dialogue box on a SIMS page _so that_ I can look up the code quickly and determine the errors reported from NSLSC relating to eCert file rejections
### Acceptance Criteria
- [ ] This is an analysis ticket to determine how this can be implemented
- [ ] Connect with ministry users who use eCert Codes for additional requirements
**Additional Context**
- We receive an email with the eCert code but no other additional information
- We need two windows open at the same time to view the student account details and OneNote document
- We need to spend extra time looking up the code in a OneNote document
Ref. JIRA SBST - 2594

Research direction
Start by reviewing the relevant SIMS page and the current process for finding eCert codes in the OneNote document. Consult ministry users about additional requirements, then document an implementation approach for making the codes available while viewing student account details; completion is an agreed analysis and recommendation.
