Description
As a student user, I want to be notified by email when there is a scholastic change to my account so that I know to review and possibly make changes.

**Acceptance Criteria**
- [ ] GC Notify template to be created for **unsuccessful completion**
- [ ] Hello [first name] [last name]
- [ ] Below the name add:
"Your institution has reported a change to your application. Please log in to your StudentAid BC account to view the posted letter, which contains more information and next steps.
To review the StudentAid BC policy on Scholastic Standard for part-time students, refer to Chapter 12 of the
