Edit user now: Confirmation toast message to display

As a _ministry user_, _I want_ to have a confirmation toast message displayed when I edit a role/user _so that_ I know that the information has been updated

As an _institution user_, _I want_ to have a confirmation toast message displayed when I edit a role/user _so that_ I know that the information has been updated

**Additional Context**
- Currently for "User" and "Read-only" roles the columns User Type and/ Role columns are not updated with Read-only.
- I have to select the "edit" link to confirm that my changes are made
- When other areas in SIMS are updated there is a confirmation toast message

**Acceptance Criteria**
- [ ] Add a confirmation toast message "User and/or role updated" when "Edit user now" is selected
