CAS Supplier Maintenance - Duplicate Site Errors

**User Story**
As a finance ministry user, I expect some potential duplicates when running the CAS Supplier Maintenance calls. When production was enabled, there were more than expected (730+ out of more than 5000 students processed). Many of these duplicates were due to "ST vs STREET" or "Road South" vs "RD S". I need to capture more "perfect" matches on sites that have these types of matching issues that are due to formatting.

**Acceptance Criteria**
- [ ] Provide content for students to enter their address closer to the expected abbreviations:

- [ ] For Canadian addresses, validate postal codes to the province selected. See [Canada Post ](https://www.canadapost-postescanada.ca/cpc/en/support/articles/addressing-guidelines/postal-codes.page?) for which first letter of the postal code aligns with the province selected.
