Description
As an Institution user, I want the read-only role displayed in the All users table so that I can quickly know which of my staff has read-only access.
As a Ministry user, I want the read-only role displayed in the All user table so that I can quickly know that I did in fact add a person as read-only
**Additional Context**
- Only know that the read-only has been applied by clicking the Edit link and viewing the Edit user modal
- User type "User" is different than "Read-only", currently the UI is misleading
**Acceptance Criteria**
- [ ] Add "Read-only" to user type column in the All users table [TBD]
