Ministry: provide ability to remove Institution Location added in Error from Institution Queue

**As a** *a Ministry User* **I want** to be able to perform an operation on a Ministry portal, that will hide an Institution Location from Locations queue in Institution portal, This action must be different than de-designation, because de-designation is much more complex process and has impact on students and how those students' applications are handled.

**Additional Context**
- Adding Locations by PSI does not require Ministry approval
- Institutions added locations sometimes by mistake and made up location codes, as they did not realize that they can have only location in SIMS as they have only one federal location code (example in production: Trinity University)
- Institutions no longer want to see these locations on their Institution Dashboard, as these locations were added by mistake. They also no longer want anyone to have an ability to add programs and offerings to the created in error location.
- Currently Ministry uses de-designation process for locations added by mistake, which will not allow us to simply hide de-designated locations from Institutions view, as this is much more complex process and de-designated locations must stay on Institution dashboard for train out (??? confirm with other BA's).

**Acceptance Criteria**
- [ ] When Institution User clicks "location created in error" button , remove undesignated location from Locations queue in Institution portal
