As an institution user, I want to have a report to view all cancelled applications so that I can make sure that my records management is accurate

- From the PSI: I have noticed that cancelled applications disappear – from a records management perspective, this can be tricky since institutions should be matching funding to application number and this could lead to data mismatches. There should be a report we can run to see all cancelled applications to make sure our systems are also accurate
