Bug: Created programs not displaying in row 8 and 9 on items per page (10) but on row 8 and 9 in items per page (25)

**Describe the Bug**
Some programs are not displayed in the program list in the correct row (e.g. row 8 and 9) in item per page (10) but appear within the first 10 when the item per page is changed to (25).

User can search for the program.

**Expected Behaviour**
When the Programs list is displayed at "10" or "25" or any other combination, the program in row 8 to remain in row 8.

**Actual Behaviour**
Some programs are not displayed when the item per page is "10" and you select the next "10", but show in items per page 25

Page 1 (Items 10, 1 - 10 of 36)
Note the names and order of the first 10 programs

Page 2 (Items, 11-20 of 36)

Changed to 25 displayed per page
Order of Pending to approve 2 and Pending Program (Do not approve) have switched places
Order of B Bulk Offerings Upload and WIL program have switched places

Row 8: Online, onsite, blended (hours based program) displays for the first time
Row 9: 2.3 program displays for the first time

### ** Steps To Reproduce**

Precondition: Multiple programs (some starting with numbers) (e.g. 36 records)

Steps to reproduce the behaviour:
1. Login to the institution portal
2. Click "Locations" in the left pane
3. Click "Programs"
4. Note the names on the screen for items for 10
5. Select ">" to advance to the next page.
6. Note the names on the screen for items for 10
7. Select "25" at the bottom of the page in the Items per page selector
