Conversions from Reassessment - Support complete conversion of grant to loan status for applicable funds following re-assessment
Additional context (December 2024):
- Feds already perform Grant to Loan conversion on federal potion
- Currently BC grants do not get converted across the boards
- The true question is do we truly need to develop it in SIMS only
- Event trigger: withdraw within 30 days
