Firefox: Unable to use Offerings Upload feature, error message displayed

**Describe the Bug**
Firefox browser: Unable to upload bulk uploads .csv file to SIMS

**Expected Behaviour**
*.csv file can upload to SIMS

**Actual Behaviour**

Red text: "The expected file type is test/csv" and the file cannot be validated
File cannot upload

### ** Steps To Reproduce**

**Precondition**:
Program with an SABC code
Using the https://studentaidbc.ca/sites/all/files/school-officials/bulk-offering-upload-template.xlsx spreadsheet
Create a file for chrome (Offering name: Chrome)
Create a file for firefox (Offering name: Firefox)
Save files as comma delimited (*.csv)

In a Chrome browser
1. Login to the institution portal
2. Click "Manage Institutions" in the top right banner
3. Click "Offerings Upload" in the left pane near the bottom
4. Drag the Chrome.csv file onto the Offering CSV file field
5. Note what happens
6. Click "Validate" (confirmation message displayed)
7. Click "Create now" (confirmation message displayed)

In a Firefox browser
Repeat steps above 1 - 5
6. Click "Validate"
7. Click "Create now"
