Ministry: Search for Student even if they changed their Name

**As a** *Ministry User* **I want** *to be able to find a student account even of a Student Changed their First and/or Last Name* **So That** I can see all historical records and applications for this Student.**

**Additional Context**
- The possible scenario we are looking at: SBAC receives request to retrieve student information from the system, but the student have not their information updated across various organizations. In case the request for student data coming using their old Name, we will not have any means to find them in SIMS. SIN Number is a unique identifier, but can also be potentially updated and it is not shared between various organizations due to privacy concerns.

**Acceptance Criteria**
- [ ] Store information about all name changes under Student Profile When Student changes their First and/or Last Name
- [ ] Make this data searchable and populate the Results on Student Search.
