Ministry can see Denied Basic BCeID student account requests

**As a** *Ministry User* **I want** *to be able to see Basic BCeID accounts that were denied* **So That** *I can look up a person's name and see if they were previously denied for Basic BCeID account.

**Additional Context**
Currently when Ministry User denies the Basic BCeID account request, there is no record in a system that this event happened. I need to be able to find this information to avoid duplication of work and see people who potentially trying to enforce themselves in a system.

**Acceptance Criteria**
- When Ministry User denies Basic BCeID account request, the information is stored in SIMS and is Ministry User has an ability to view it.

No files or tests are named. Start by tracing the Basic BCeID denial flow and the SIMS paths used to store and display account requests; done means a denied request is persisted and Ministry Users can find and view it by the person's name.
