Institution: Daily notification of pending actions to Institution

**User Story**
As an institution user at a school that has a lower volume of students, I may not need to be in SIMS every day. To prevent disruption for students, a daily email with a summary of pending items will help.

**Acceptance Criteria**
- [ ] Add new notification template to institutions [[NEED TO DECIDE WHO AT INST GETS THIS]]
- [ ] PIR pendings, COE that can be actioned, designation status (approved/expiry date)?

First resolve which institution users receive the notification and exactly which pending actions belong in the summary. Then review the existing institution notification patterns and scheduling entry point; the work is done when a daily email template and its PIR, action-ready COE, and designation-status contents are defined and implemented.
