Description

**User Story**
As a ministry user, I want the ability to re-activate a deactivated program. A program could be deactivated in error by ministry users or institution users, having a way to correct this will help prevent unnecessary workload that this situation creates currently.

**Acceptance Criteria**

**Business Context**
- Deactivating a program allows "in flight" applications for offerings but no new apps can be attached. This would allow them to again be attached.
- Re-activating could create conflicts of duplication prevention. Program creation will flag duplicate SABC Program Codes on creation (to support bulk offering upload). Caution needs to be used or we need to solution what happens if there is a duplicate.
- Re-activating could happen after changes to program validation, so it may need to go back to pending.
- This would NOT be a feature available to institution users.
