Description
As a ministry user i want all offerings with blended entered to trigger the pending status for the offering to be reviewed due to complex eligibility requirements for this specific type of offerings.
**Acceptance Criteria**
- [ ] Make it so that any offering submitted with the blended option goes to pending for review
**Additional Context**
- impact on pt identified to be minimal so FT issue
- primary flagged concern is possible additional funds being issued to students for not eligible offerings/programs
