Description
**User Story**
As a ministry or student user, I don't want to be notified of a file that was uploaded until it passes virus scanning. This will prevent being notified about a file that may be replaced with a proper file.
**Acceptance Criteria**
- [ ] Wait until the virus scan is successful (and safe) for an email to be sent to ministry or student to notify them of a file
**Business Context**
We may receive emails about files that are no good and can't be accessed anyway. May not be an issue but need to understand timing of scanning to understand impact.
