Introduce File Uploader for Institution Account

**User Story**
As a Ministry user, I want to be able to send & receive files from an institution directly within their account, so that all communications are consolidated in a single location

**Acceptance Criteria**
- [ ] Add a File Uploader to the Institution account similar to the Student File Uploader
- [ ] When Institution is uploading documentation, the 'document type' options they can select are:
- Institution Designation
- Program Designation
- Study Period Offering Designation
- Other
