Description

**User story**
As a _student user_, **I want** to have the ability to scroll down the "Your consent" section easily **so that** I can review all the requirements for consenting to StudentAid BC.

Additional information:
On the Mac (latest version of Safari, Chrome and Firefox), when you select the 'Your consent' box, the black slider shows for a few seconds and then disappears. (This might be how the slider generally functions. But this could be frustration to the user.)

### **Acceptance Criteria**
- [ ] Change scrollbar/slider type so it is more accessible on Mac browsers

Research direction

No file or test is named in the issue. Start by locating the "Your consent" section and reproducing the scrollbar behavior in the latest Safari, Chrome, and Firefox on macOS; done means the scrollbar or slider remains accessible for reviewing all consent requirements.
