X5 Student to transfer between schools without having to terminate application and/or withdraw

As a _student user_, I want the ability to transfer my application between a school so that I do not need to have my application terminated or withdraw (before tuition remittance)

**Additional context**
System should be able to allow change of school without having to terminate application/withdraw. Obvious consequences if tuition remittance were involved.

This would simplify the student experience, reduce potential for errors associated with reporting and correcting a withdraw, and increase ministry staff processing efficiency by reducing need to contact school manually each time.
