Disable Future COE Confirm Button

**User Story**
As an institution user, when I view a future COE and click on 'Application actions' I don't want the option to click on the 'Confirm enrolment' button.

**Acceptance Criteria**
- [ ] Disable/grey out the 'Confirm enrolment' option for COEs that are not within the timeframe that they can be confirmed.

**Business Context**
Currently, when an institution user tries to Confirm a COE that is outside of the eligible window for them to action it does nothing. There is no error message and clicking on it does nothing but close the application actions dropdown.
LOW priority - user has a warning banner to indicate that they are not able to confirm enrolment yet AND they aren't able to confirm enrolment. They should have enough information to understand why they can't take the action, but it can be confusing with no explicit blocking of the option.
