Description
User story
As a _student user_, I want to see what the course load (20, 40, 60 or hours) is for a particular program so that I can select the correct one.
As an _institution user_, I want to know that I should add the course load in the Name field so that it will display to the student in the "When will you be taking this program?" dropdown list
**Acceptance Criteria**
- [ ] At the top of the 'add program' and 'add offering' pages, add following help text
> "Please see additional resources for more information. [SIMS Instructional Guide](https://studentaidbc.ca/sites/all/files/school-officials/sims-instructional-guide.pdf) and [Job Aides] (link TBD)
- [ ] Add course load content under **Name*** field

**Additional context**
The student is not informed what program has the course load that they want so they may select the wrong program and there will be a lot more interaction with the FAO than is necessary.
The institution, unless they have two screens open, cannot identify what the course load is for a program.
