Description
**User story**
As a _student user_, I want to view my uploaded files on the same screen so that I can quickly view the attachment that I uploaded.
As a _Ministry user_, I want to view the student’s uploaded files in a separate window so that I can quickly view the item and then move onto my next task.
**Acceptance Criteria**
Student User
- [ ] Click the file name and uploaded file will be viewed in a separate window (tbd) or have a view or download option.

Ministry User
- [ ] Click the file name and the uploaded file will be viewed in a separate window (tbd) or have a view or download option.

**Additional context**
Currently when the student or ministry users select the document that has been uploaded, they system forces the downloading of the file. This causes unnecessary delay to the user; especially for the Ministry user who will be viewing various uploaded files throughout the day.
