Student: Error message: error message to student when their profile creation has been denied by ministry user and they try to submit again

Description
**User Story**
As a Student user I want to be able to resubmit profile information for account details that have already been denied. Instead of being required to make an entirely new Basic BCeID.
Current state when trying to submit again gives the following error (error seems to be a bug so resolution may solve overall user story)

Acceptance Criteria
- [ ] Allow student to submit profile information with BCeID credentials that have been denied in the past so that they do not have to re create a brand new Basic BCeID account with identical information.
- [ ] Resolve error that is currently appearing
**Business Context**
Camunda workflow to be reviewed
When the Ministry declines a student's profile to be created, the student should not be able to log back into SIMS and edit their profile information.
