**Story Description**
As a student, I want to be proactively notified that my program has been deactivated, so that I am aware of the implications when needing to 'edit' my application
**Acceptance Criteria**
- [ ] Revise the 'edit application' modal to advise student that their program has been deactivated
- [ ] Adjust the messaging on the form validation error message when attempting to submit an edited application that no longer has a Program field entered because it was deactivated
