1.4.13 Tooltips- Student -Accessibility Fixes -Level AA Standards - Content on Hover or Focus

**User Story**
As a Student, I need tooltips to not disappear after I'm done hovering over it tomorrow so that I can see the content

**Context**
- These issues were uncovered during our Accessibility Audit conducted by CITZ in March of 2024

- If pointer triggers additional content, cursor should be able to move over the additional content without it disappearing.

**The Problem**
ToolTips disappear when cursor moves away.

**Student**
Adjust the following Accessibility Criteria for the following pages

- [ ] Profile
- [ ] Home page
- [ ] Start new application
- [ ] My applications
- [ ] File uploader
- [ ] Request a change
- [ ] Overawards balance

**Acceptance Criteria**
- [ ] Ensure that Tooltips dont disappear after the user is done hovering over them
