Description

**User Story**
As a Student , I need clear outlines around focus elements so that I can see them.

**Context**
- These issues were uncovered during our Accessibility Audit conducted by CITZ in March of 2024

- The visual presentation of user interface components and graphical objects have a contrast ratio of at least 3:1 against adjacent colour(s)

**The Problem**
When tabbing through using keyboard navigation, focus elements were not clear. Either focus was lost or focus elements had light blue shading that was too light to easily perceive. (Closely relates to 2.4.7 Focus Visible).

Note: The thick black outline around "StudentAid BC Help Centre" and "National Student Loans Service Centre" hyperlinks are great - could use the same style.

**Student**
Adjust the following Accessibility Criteria for the following pages
- [ ] Login 1 and 2
- [ ] Profile
- [ ] Home page
- [ ] Start new application
- [ ] My applications
- [ ] File uploader
- [ ] Request a change
- [ ] Overawards balance

**Acceptance Criteria**
- [ ] Implement clear outlines around the focus element of a contrast ratio of at least 3.1
