2.4.7 Outline on Focus Indicator- Supporting Parent / Partner Accessibility Fixes Level AA Standards - Focus Visable

**User Story**
As a Student Parent or Partner, I need the outline darker and padded on the focus indicator to make the area of focus clearer.

**Context**
- These issues were uncovered during our Accessibility Audit conducted by CITZ in March of 2024

- Any keyboard operable user interface has a mode of operation where the keyboard focus indicator is visible.

**The Problem**
Light blue outlines and grey shading around buttons are not clearly defined when elements have focus.
