2.1.1- Date Drop Down Menus- Student- Accessibility Fixes - Level A - Keyboard

**User Story**
**As a student, I need to be able to navigate the date drop downs with a keyboard

**Context:**
- Theses issues were uncovered through accessibility audit via CITZ.

- All functionality of the content is operable through a keyboard interface without requiring specific timings for individual keystrokes, except where the underlying function requires input that depends on the path of the user's movement and not just the endpoints.

**The Problem**
- Dropdown menus for "Start date" and "End date" are not keyboard navigable.

**Acceptance Criteria**
-[ ] Ensure all date drop down menus in the Student Portal (pages listed above) (start date and end date are keyboard navigate-able)

**Student**
Adjust the following Accessibility Criteria for the following pages

- [ ] Profile On setup of BCeID profile DOB (new BCeID user
- [ ] Home page None
- [ ] Start new application
- Course information dates
- program not listed info start and end date (program tab)
- Dependants DOB (family info tab)
- [ ] My applications
- [ ] File uploader None
- [ ] Request a change
add/remove a Dependant change
- [ ] Overawards balance None

Note that you can free enter the dates into the field but the calendar pop ups are not accessible with tab or arrow keys.
