Description

**User Story**
**As a student, I need contact information is listed on pages, in the same location so that I know where to find contact information and who to contact if I have an issue.

**Context:**
- These issues were uncovered through accessibility audit via CITZ.

- If a web page contains specific help mechanisms, and those mechanisms are repeated on multiple web pages within a set of web pages, they occur in the same order relative to other page content, unless aa change is initiated by the user.

**The Problem**
No contact information available despite validation warning stating "please contact us". Instead, users are asked to "refer to" various resources without context on who or what is available to contact.

**Student Pages**
Adjust the following Accessibility Criteria for the following pages
- [ ] Start new application
- [ ] My applications
- [ ] Confirm other appropriate pages

**Acceptance Criteria**
-[ ] General Contact Information that says " Department, Phone Number and Email " is listed at [ consistent spot- at the bottom] on every page
Any warning or pop up that says "contact us" should include a hyper link to the contact information. The following areas need a hyperlink:
