2.5.4 Tooltips-Student- Accessibility Fixes - Level A -Motion Actuation

**User Story**
**As a student, I need Tooltips to respond to keyboard tab key or screen reader navigation across so that I can utilize the application if I have accessibility constraints.

**Context:**
- These issues were uncovered through accessibility audit via CITZ.

- Functionality that can be operated by device motion or user motion can also be operated by user interface components and responding to the motion can be disabled to prevent accidental actuation.

**The Problem**
- Tooltips respond to cursor, but in many cases do not respond to keyboard tab key or screen reader navigation.
