2.4.1 Skip to Main Content - Student- Accessibility Fixes - Level A - Bypass Block

**User Story**
**As a student, I need a "Skip to main content" link so that I can bypass repetitive menu items and go directly to page content.

**Context:**
- These issues were uncovered through accessibility audit via CITZ.

- A mechanism is available to bypass blocks of content that are repeated on multiple web pages.

*The Problem**
On many pages, user agents who require keyboard navigation or screen readers are required to navigate through menu items repeatedly to get to the main content.

**Student**
Adjust the following Accessibility Criteria for the following pages
- [ ] Login 1 and 2
- [ ] Profile
- [ ] Home page
- [ ] Start new application
- [ ] My applications
- [ ] File uploader
- [ ] Request a change
- [ ] Overawards balance

**Acceptance Criteria**
- [ ] Include a "Skip to main content" link that bypasses repetitive menu items and goes directly to page content on all pages in student account portal listed above.
